please confirm this is for 5 pages CSS,html coded website only as per current budget & not ecommerce or wordpress integrated.

A Homepage, About Us page, Contact Us page, Watch List, Forums, a Disclaimer page, Privacy Policy and a "Watch List" page for us to promote marijuana companies on is the barebones that we could work with.

We dont need ecommerce. I'm not sure about the usage for wordpress beyond whats in the brief. As in, I'm not sure what its for completely.

A wordpress website would be very easy to manage with its backend interface, a working contact form which isn't there right now on your current website and more.. easy to update content which currently shows 'Lorem ipsum' on most of part of website. and also watch list, forum and all is not actual functional as it is just a static html website.
