I am a web designer/developer and I'd love to help you out to get this website going, but $250 for a complete working website is not enough to cover the amount of hours that will be spent on making this. I'm currently making a website very similar to this, which also happens to be a medical website and I charge €10 per hour. The total cost of the project is €600 with a cms system included, so you can edit the website whenever you want to. The total price does not include any manuals for how to work with the website, so that would add up.
