Do you have a printing supplier for these coffee cups and have they supplied you with a template? Disposable coffee cups are usually designed on a curve and this is crucial when applying a design. It also means that a curve would have to be applied to the design which looks like it is distorting the image. However when the human eye looks at it, it appears normal.

Please don't mind, being very transparent... If it will be a normal artwork or layout.... your declare budget is nice.
But an automated software which provide you to choose cup size at first, customize background options, picture placing shape border's option, place for you customize text & font & than its output comes into a prepress ready pdf format........ yes it can be done but not at this price tag.
