I can guarantee if there will be more entries than one. So far I haven't seen any entries.

that's the reason,
because it s a big project which will need time and the payment is not guaranteed, designers will not be very interested to spend so much of time and effort without a guarantee. you can make it "payment guaranteed" and extend the deadline..am sure you will get a lot of submissions.
