Do you think this low budget suffices for full fleged site designed coded & launched?

The budget suffices for Homepage design with CSS coding only - not other pages designed or full site coded & or wordpress integrated.

Thanks for your post. Since your email I have updated our brief.
As you will see I only expect a basic 4 page initial website but with ability to be viewed by smartphones and tablets.
The content and outlined format is contained in File 1 word document. The other files contain our logos and other images.
Once the product has formally launched we intend to create a far more elaborate site fitting of a global energy company with a budget to match. As you can see from our other design requirements we are looking for an ongoing relationship not just a 1 off assignment. Hopefully this resolves your questions.

I have updated to the brief a more detail on the target market
The following has been added to assist the designs :L
We have initially two target markets
1 Commercial users like construction companies or industrial businesses like mining that currently utilise Diesel generators to create power
2 Electrical power suppliers that currently use diesel generators in regional and remote to supply remote communities like outback Australia or pacific islands like Fuji etc
The purpose initially is to showcase/ educate customers about the product but we ideally would like to capture email addressees as part of this process.

The product information has been limited at this stage as we are currently finalising IP registrations.

The main competitors are
1 Solar energy products but these only generate power when the sun is shinning and needs to be stored which battery technology is expensive and will only last up to 3 days at most
2 Wind energy would the same as as solar
3 Diesel generators run continually but are expensive to operate. Our product would be approximately 1/2 the operating cost of this energy source. There is no reliance on fuel sources so the user doesn't need to store fuel, worry about running out or fluctuations in fuel pricing. Diesel generators are very noisy and not environmentally friendly.
