 According to your brief if I guess that you want the wordpress theme that means one home page and one common inner page embedded into wordpress platform then we have to work a lot. To make a theme the process of work as follows:

1. Home Page design in Photoshop
2. Inner page design in Photoshop.
3. HTML/CSS for these 2 pages.
4. One coder will embed the HTML into WordPress platform.
 After doing all these things you can create inner pages from admin panel. But note that in case of WordPress theme we will not do any kind of development.

So for the above mentioned job the budget is too small.
If you looking for the 2 pages psd then the budget is OK.

I am requesting you too rethink about the budget.

my comprehention of the process creating a web site is extremely limited... i am a plumber looking to have a web site. I also understand that this project will obviosly be far from completion at the end of this contest but i need to bulk of the desing work (general format and appearance) to be created. I would also like to use this contest to find a person that understands my desires and that does good work. I am prepared to do further work and investment into this site privetly afterwards.... but eventually yes i want every thing.
