Is it safe to assume that the restaurant picker app/site would use the visitors current location and maybe also type of restaurant? (Ex. american cuisine, Italian, Greek)

Yes it use the user's current location. It will give the user an option to choose food type but default behaviour will just pick a restaurant at random.
