the Bleeding top and Bottom is very high the limit for this bleed is only 24 mm and 150 mm is very high

150mm is 9.5% of the height (1580mm) of the mat on which the design is to be printed. This each top and bottom part of the design should be filled with normal images which may be cut and not merely extending edge colors. Many of our designs have skies or seas for these parts because these kind of images look fine when cut. In contrast, having a mountain or a tower towards the top of the image is not good as the top portion of the object may be cut. Anything that does not look weird when cut would work.

The project should to be made in curves or it may be a bitmap? ( just the graphics in jpg. will be sufficient?)

The manufacturer needs the image in AI format as well.

so this would be a vertical one. Is the size vice versa

I think that the size and the prescribed format is the file that will be submitted by designers when her design was chosen , is it true ?
so may I send designers design in a smaller size for the sample design according to pre-determined by designcrowd ?
