The designer budget suffices for homepage psd design only - not all pages designed or CSS coded or wordpress integrated as you have explained in the brief

Adding 100+ usd to the project does not suffice for full coding with 3rd part software integration & all wordpress.
It suffices for CSS,HTML for the page.
