Forgive me if I'm asking the obvious. I will need a vector based logo file. I do have the photoshop program however it is my understanding that pdf or eps is better? Is a psd file a source file/vector based file?

If you're looking for a Vector based file, then the only files you should be accepting are .pdf, .eps, .ai, and/or .svg. If you're looking to change or update it later then you should definitely get the .ai file or equivalent vector program file it was created in. Ai (Adobe Illustrator) is just the most common vector file creator.

Everything else converts any vector based images into a raster image, which is only usable for the size it's saved in or smaller.
