The budget for this project is total 934 USD. So I think you will get a lot more than 400 USD.

The package is for 739 USD plus there's an add on of 150 USD for a coded website.

Actually, at my end I am seeing the updated budget as below:

1st Place : US$620
Participation Payments x 8 : US$10
Total : US$700

So now winner will get : US$ 527 only. I suggest if you can ask design crowd to reduce the number of participation payments will be good help to the winners.
Because as I have observed most of the time Design crowd gives major weight to Design not development but it is equal responsibility for such projects.

I hope you got what I mean and will do the needful with the help of Design Crowd.

Further, I would like to share you that I have started design of Home Page as per your guidelines and will share you the same ASAP.
