Are you guarantee payment or will cancel the project after getting designs?

I can design this website easily but instead of wordpress I'll build the website from the scratch, it would be responsive and everything else you require. One more question that why is it showing that the payment is not guaranteed?

This must be a wordpress site, not scratch because we need to be able to easily manage and maintain it. payment will be guaranteed

project will only be cancelled if no designs are selected. but so far I'm seeing good designs so I Dont' think that's likely. already adjusted.
