Hi, quick question... Can we use black for the outline and a white fill?

Since there are no colors other than white, I assume this means just an outline drawing (white) of Uncle Sam? Meaning all the lines created are white with no shading or details inside the lines? This would mean the hat would be red as well as his skin, eyes etc if the lines are drawn with white ink to create the fill. Thank you!
