1. Ideally 5 pages
a. Home page
b. About us
c. Services provided
d. Reviews/feedback
e. Contact us/request quote/request service
2. No people in pools/photos unless it involves them cleaning the pool with a vacuum or net

The budget 380 usd is ok for 4-5 pages static html site. But as you mentioned in brief that you need the ability to schedule service, the ability to pay invoices, the ability to refer neighbors and friends, the ability to leave reviews and provide feedback, etc
======= This requires a complex backend to manage & cannot be accomodated for the current low prize. please double the budget if you need all this done
