My question is Do you need the design only(PSD) or you need an HTML also as stated under task description..

Ok, I had to research on Google what PSD means.

We are submitting a design. You will get the final product as PSD(project output).
We also have a developer for Mailchimp. We can develop the design into Mailchimp email template, but that would be treated as a different job.
