Wondering if this means multiple pages trifolds or in my understanding three trifolds?

Should the pages of the hardcopy be stapled into an integral book?
If so, than the total number of pages should be a multiple of 4.
Because the A4-size book consists of A3 sheets folded in half.
And the folded A3 sheet is equal to 4 A4 pages.
