An app design project is a big undertaking so the budget needs to substantiate that task level.

I'd suggest that you do a bit of research to see what the market is like in this regard.

A 1-on-1 may have us agreeing to a flat fee that we can both build on.

This is an interesting project and we may be looking to participate. How we usually take on such projects is by running a few Joint requirement discussion sessions with the client in order to gain clarity around the scope of the project and so we can better define the UI/UX elements in the designs.
Secondly, the budget for this task indeed needs to be revised to atleast £400.00 if you are looking to have professional output for your project.

You need to include Illustrator or pdf files.. Designing these from scratch is impossible in the time frame and low budget. This is a big undertaking!
