About Pennsylvania Financial Responsibility Assigned Claims Plan.The Pennsylvania Financial Responsibility Assigned Claims Plan (PFRACP) is a state-wide fund set up to protect residents of the Commonwealth injured in car accidents involving uninsured motorists. The PFRACP’s enabling legislation requires state insurance companies to fund the Plan. The PFRACP pays benefits up to set statutory limits to eligible claimants who meet the requirements enumerated in Title 75 Pa. C.S. Sec. 1751-1758. Eligible claimants cannot own motor vehicles required to be insured in the Commonwealth and cannot be entitled to any auto-related insurance benefits. In addition, the accident must have been the fault of someone other than the claimant who did not have proper insurance coverage and the accident must have occurred within the Commonwealth.
