Is there any way to complaint against this Project Owner?

These kind of people cause a big disappointment for designers.

The final design was a revision which was done by the designer but not uploaded to the content so was told to just select one of his designs as the winner. That design is not the actual final version of what we received. Hope that clarifies for you.
