What size should the label be?

The label should not exceed the following dimensions, 16 cm (horizontal) x 18 cm (vertical).

Understood. I just wondered if you had a specific size in mind.

Is the 16x18cm the available print space then, and not the dimension of the tin, with or without a lid?

It is the size of the tin body (lid excluded)
