But we think as per the mentioned budget a full functional website in WIX or WordPress will not be possible.

4 pages design will be OK in this budget but to get the coding and functionality you may need to increase the budget.

Please note the budget will be depending on general HTML/CSS or RESPONSIVE HTML/CSS and coding platform like WIX, WordPress etc.
