If you leave no feedback and rate with 1 star the work from those who invested their time and expertise in developing what is stated on the brief, you're just discouraging people to get involved in your project. From this end, it feels like you did not take a minute to properly assess any efforts.
Perhaps you should attach some example to the brief in order to get a better idea of whatever you consider it deserves 5 stars. Otherwise, you're just ruining our overall rating while we waste our time.
