Hi Studio D. It looks like it is on the right track but I'll do up some comments. I'm really excited that you may be able to finish this project! Your eagle shape is excellent!

I would say this- the original version I sent is the exact style I am after, including all the colours (but it isn't completed and there are some minor errors).
Similarly, the example job (file 2) with the red and white etc is EXACTLY the format (discussed below).

My first overall comment is that the most part of this job is designing the badge with the bluebottle and banksia. I have attached a very bad but indicative sketch of what I think the badge should basically look like.

The second part is the banner, and having it designed with all the elements together. Have a look at the full set of arms of file 2, and how its done. Mainly matt/painterly style with plain bold colours. you will also see all the elements and the layout needed. Shield, Helmet, crest, motto, badge beneath and then the banner that incorporates all of the elements together.

With what you have done you need to:

Shield, Helmet Etc:
-Leave the hill and lighthouse as is from the original.
-You could make the hill a bit higher.
-Remove the star and add the yellow light as you have.
-Use the same dolphin as in the original.
-Make the dolphin yellow (which in heraldry stand in for gold) and leave it as it is from the original. Use the yellow colour from the star.
-Make the background all blue without the white chevron.
-Enlarge the size of the eagle (actually have a look at the proportions of the original).
-Have the talons actually grasping the dolphin as per the original. So claws closed over it not open.
- Have the wings whilte, but the "shoulder" parts of the wings grey, not brown.

Banner: see image 2 as the template
- Needs to be the same as the example- with eagle & dolphin, badge, motto, crest, motto, badge.
- Needs to be split blue- white longways. I'd suggest blue on the top.
- Have the fringe alternate in blue and white.
