Just under 250 is a shitty budget? I feel like someone that could draw could knock this out reasonably fast. id put down more money for the right design, but this project is guaranteed no matter what I get at this point. I am down to negotiate a higher payout but I need see a light at the end of the tunnel ya know?

After DesignCrowd cutting its fee, your contest's prize is down to 110$ (that's the amount we designer see). And after that, DC cut 15% of that so we only get ~93$.
Can't blame anyone on this, really..
Anyway, this concept is interesting, I'm in. Thanks for the invitation.
