I have created a design for you but there is no option to submit it.

This template is to be used on our company procedures and i should be able to change the text and add more sections and it should be able to update the content page just as a word document would do.

In this type of project the design deliverable will be either Photoshop or illustrator file with their output files such as PDF, JPG, PNG etc.
To get the design in to Microsoft word template you need to increase budget. Because after design finalizing one pro of word will take the design and implement on word to make a word template.
