I'm pretty new to this. I'm seeing someone who has submitted a design, but it is not showing up in my designs page. Is there somewhere else I should be looking? I see the other two design submissions, but not the 3rd. Thanks!

The website interface is different to that of the designers. I would recommend you to contact support team who can guide you better.
The submissions might take time to appear(Slight delay). Also in case the designer is new to the platform the submissions are reviewed by the Design crowd team. Hope this helps.
