However, I have two issues:
(1) Please could you guarantee this Project?
(2) For the scope of the brief, you should consider increasing your budget for the winning design. Your budget is spread too thinly that the winning payment doesn't match the scope.

I think you should start with a logo, and then work on packaging design for all the other items. To create packaging design for all these items and having to start from scratch without a logo is quite a bit of work.
