for anyone who can't download the .pdf file on the brief page. try this:

open the file in a new tab, or when you click on the file and it opens a new page, edit the page url in the browser, by removing the url -> ? "AWSAccessKeyId" until the end of the url.
until only the url ends with .pdf according to the attached link

I think this happens when the link/file contains non-latin characters (eg. this files contain chinese letter), meaning the server failed to load/find the file in storage.
