is it fine if the design is drawn on paper?

This is a design that I will be using on my website, marketing materials and will have put on t-shirts. So it should be in a compatible format such as jpeg, tif, gif. 

Hi, in the example in file #4 you didn't write the word "solutions", should it be part of the logo or not?

I am open to either 'Velocity Tactical' or 'Velocity Tactical Solutions' . The company name is Velocity Tactical Solutions. I would be interested to see ideas with both variations.

One of their logos is of the "T" inside of the "V" as you have drawn it. Just thought that I'd let you know!

What does Payment Not Guaranteed mean for designers?

When a project is marked as guaranteed it means that the customer has committed to paying out a designer and has waived their right to get their money back. If it is not guaranteed, the customer can opt to get a refund of their money.
