At the moment i would like to clarify your posted project scope, for the current budget i am assuming that you are now expecting for the design to be done.
The subsequent development is due to a separate quote, correct?

If this is just a static website I accept it, in addition I can create responsive themes for it, meaning applicable in tablet,mobile.etc

The project description states that we would like the revised site to be done in Word Press or similar "user friendly" application so we can make edits afterwards. It's my understanding that making edits to a static website is not easy. Please let me know what you meant by static website. Thanks.

Anyhow, let me tell you, you won't find a designer and a,developer to custom design and develop a Wordpress website for 460.
if you want to have a professional customized website then you need to pay accordingly.
