There is some conflict in your brief. Your developers asked for no HTML/CSS to be done because they will take care of, the development. Basicly their request is for the design to be delivered in PSD format (i suppose they want everything properly layered) and to beware with possible font restrictions.

Yes that is correct, we are looking for the .PSD and a wire frame to show how the pages will be layed out and work, no html or css
