It is not needed. For guaranteed payment, we are a small company without much money set aside for these types of projects as it is not very necessary to have a website. Because of this, the risk is too great if no designs really work for us.

It comes down to: we want a website, but we don't want to guarantee we're going to pick one and guarantee payment if there is nothing that works for us.
