there are a few problems

1= nobody will make you coded design for that mony , only design
2= nobody can make you coded web-store without access to your hosting
you can get normal web-site and store only on other hostings, or if you give designers to make site on other hostings= sorry

it is a pre-election project, so maybe i can make webstore on my hosting and you buy it on a few monts?

At this point we are looking for the design and once selected we can see if it host with our current hosting company or with someone else. It really depends on what or who's template you use to design with like Wordpress or a proprietary system.
