Designers questions was to make it clear that you need just the pages to be designed and delivered as a designed file ( Photoshop) or you want fully functional webpage it means Design and coded (HTML working files).

Got it, I read your brief you mentioned that you want to change the content easily, it means you want a dynamic website, unfortunately the budget attached is too low for hard coding like that, but I can make a responsive "HTML" website which is static not dynamic and if you want to change some lines ( with the dates you provided from time to time) I can do it for you, if its OK please let me know to work on it.
