I totally understand your concern but the irony of this is that if the payment would be guaranteed it would attract quite a few more designers to the project. The same can be said for the budget, the higher it is the more experienced designers will participate thus would ensure somewhat higher quality of the results. This isn't to say that you still can't expect some good submissions though. However, you can extend the project's deadline as long as you like until you are absolutely content with at least that one design that you would be happy to pay for.

On another note, it all depends on what sort of designs you are looking for. I have seen it [too] many times over, as well as experienced it myself, where clients chose a rather poor artwork for their new identity over some really professional and unique designs. It seems that the more talented designers on here are not as often successful in their submissions as those of the 'home-grown' or '2D' designers :)
