So are you really asking for an 8 page website for $250?...but with sub pages turn into 10 or 12 pages......Or am I confused and you only want a phtoshop screen shot of home page?

You''ll have to forgive me but I am not very familiar with all of this and have I have cobbled together my brief based on what I have read in other briefs.  What I assumed I would get was a home page with the limks bars, social networking icons, news section, etc and a sub page that those i could connect to the links on the home page that I could upload.  If this is a template, theme or website I''m not certain. If i need to change my brief I will or increse offer... First let me clear about your brief.
The " full word press theme" means that - you will get a design in PSD, HTML for that page and that HTML will be embedded in word press. That means you have the word press template. Here our jobs ends as per your brief.

 After that you can add more pages using word press admin panel . If you want that I will have created each and every pages with all the functionality then I think the budget is too too lower for that.

Although I  am going to submit a design for you which I think will be the best.

What you're asking for should be doable by customizing an existing WordPress theme. (I spend most of my time working with the Thesis theme, for example.) With that said, there is a cost associated with purchasing the theme itself which would cause an increase in your project costs. That cost is something you'd incur separately from the work associated with this brief. Does that make sense?

I am interested in submitting a design, but have a question:

When somebody visits your site, what do you want them to do? I'm guessing you'd like to engage them in some way, to build a community of sorts. Are you planning on offering a newsletter or writing blog posts/articles that people could get access to by subscribing? The reason I'm asking is that I'd like to make sure the home page helps guide them down the path you want them to take.

When a decision-maker for a school, be they a principal or a teacher, visits the site I would like them to be able to get the full feel of the healthy canteen service we can provide for their school, this may incorporate a u-tube video of the canteen in operation but not necessarily.  We will have a service for primary schools (children aged 4-12) and post primary (ages 13-18).

For parents and teachers it must be engaging and I would definately like to build some sort of community be that facebook, twitter etc.  In my experience most teachers are on facebook and twitter and it would be an excellent way to drive increased business. I will definately be doing a monthly or quarterly newsletter depending on time constraints.  The type of content that will be in the newsletter can be viewed on www.redbranch.ie, an educational charity my colleague and I set up a number of years ago.  We will also provide a range of educational resources for parents and teachers around nutrition and physical activity.
