Just to clarify, do you require a fully functional (and interactive) web site, meaning backend, or server-side coding? Or just a simple HTML web design, where you would implement the functionality later.

I ask this because you require a "customer portal" which would require interactivity i.e. registering as a customer, logging in, etc.

If you require an interactive website, would simply a digital/web mockup for the site suffice for the submission, with it later being coded?
