Your project seems interesting, but the budget is unrealistic.
$400 for Custom Design, Development and even include stock photos is just not possible. Unless you are looking for some commercial template tweaked to fit your theme.
If that is the case, and you provide the template, it would be doable.

Thank you for your comment. Its not development! We are doing the development. All we need is HTML and CSS! All we are looking for are royalty free pictures. If you want to add stock photos - its at your cost- otherwise please use other royalty free pictures relevant to the project. It is only 5 pages design so I do believe it is a realistic budget.

HTML and CSS is codding, not something that is for a Web Designer to do.
Photo rights must be bought by who uses them, otherwise they will belong to whoever works for you. Take this at your own risk.
5 Page design is 80usd/Page, custom design takes allot.. of time, it´s not like a designer will shoot a design in a couple of hours, not without templates.

And if effective design was easy, there wouldn't be any designers.
You don't have to believe me, but no professional designer will provide you original work at with that budget.
