Does it have to be vectorial or can it be done with traditional means?

We will want to use it in both big and small forms - vector would be ideal, but if you go traditional, very large size that allows us to pull the fish out of its background (whatever you decide) so we can use it on web assets.

Yes, that's correct! Ideally the illustration is more logo-like and can be used in multiple places.
