Size please.....?

You need 3 banners. I read the description. One information all of them. But 3 different samples, different backgrounds.
I am little bit confused.
Can you explain.

Is Banner informations all about them?
All banners have to be light background?
Or we have to design 3 banner designs similar to the 2 example banner?

I am looking for 3 different banners that have the same information. I only show the banners to show information and as examples, not to base design on. The things about parliament or maple leaves etc are suggestions. I leave it to your creative genius to come up with designs.
