Please clarify the scope of work - the current budget suffices for a css,xhtml coded homepage only as per other projects here as this is contest..not full site designed & or coded

The site structure is as it is. We want to look at the design elements, colors, fonts, highlights, lines etc.
The coding itself will be implemented by us. The site itself is presented in the attached images and can also be viewed at www.qalixa.com.
It is important that it can work however in a responsive way, which need to be considered what is possible in simple css and supported by all browsers, mobile as desktops.
