Honest Hawaii Notaries

I would like a design with either a feather pen, or a nice fountain pen would also be good, so basically a pen and a representation of a notary seal with one circle inside of the other and the words "Honest" in the outside circle at the top, the word "Hawaii" inside the center circle, and the word "Notary" at the bottom in the outside circle.

The outside circle should be "ribbed", not a solid line...sorry I don't know how else to describe it.
