A point to note, using a Pantone and CMYK requires a Photoshop DCS file to be produced (CMYK + Spot Channel) and of course then suppling a JPEG version of said file will remove the Spot Channel.  For print this would (depending on the velvet background) be best done in Illustrator, where hi-lights, shadows and reflections can be applied to the Pantone Gold with greater flexibility for setting overprints etc when mixing CMYK over the top of the Pantone. This also makes the file scaleable and as it will remain vector based. This vector file can then be placed over a velvet background (this background can then be a CMYK pixel-based image or a vector based mesh). Using a Pantone is only relevant for litho printing and will not be represented onscreen accurately, an optimised RGB version for on screen use will need to be produced (where the Pantone is converted to RGB and levels tweaked to give the best reproduction for online/screen use).
